Fr. Hernan Toro worked in the Archdiocese of San Francisco and the Diocese of San Jose. He also reportedly had ties to the Archdiocese of Popayan in Colombia. According to the Diocese of San Jose, Fr. Toro engaged in sexual misconduct with a child while at Our Lady Star of the Sea Parish in 1983. In 1983, the Diocese of San Jose received a report that Fr. Toro sexually abused a child. Fr. Toro was criminally convicted and forced to register as a sex offender in California. He was permanently banned from ministry in 1990 and retired in April 1990. The Diocese of San Jose included Fr. Toro on its list of clergy with credible allegations of sexual abuse of children. As of 2018, Fr. Toro is registered as a sex offender in California and is reportedly residing in San Leandro, California.
