Bp. James S. Rausch was ordained in the Diocese of St. Cloud, Minnesota and worked as a teacher and spiritual director. He was ordained Auxiliary Bishop of St. Cloud in 1973 and appointed Bishop of Phoenix in 1977. In 2001, as part of a civil lawsuit involving the Diocese of Tucson, the plaintiff alleged he was involved in a sexual relationship with Msgr. Robert Trupia as an 18-year-old. During the course of litigation, the plaintiff also alleged that Bp. Rausch had sexually abused him when he was 17 years old in approximately 1979. Bp. Rausch is reported to have died unexpectedly of a heart attack in 1981.
